Founders Policy Group Taps Ryan Hagemann, IBM's Global AI Policy Lead, to Launch AI Practice
One of Washington's leading AI policy experts joins FPG as Vice President
WASHINGTON, DC — October 5, 2026 —Founders Policy Group (FPG), the bipartisan government affairs and business strategy firm for high-growth tech and energy companies, today announced that Ryan Hagemann has joined as Vice President to lead its new AI Practice. Hagemann was IBM's Global AI Policy Lead and co-director of the IBM Policy Lab. He brings more than a decade of experience shaping how Washington and governments worldwide approach emerging technology.
Hagemann has spent his career at the center of the AI policy debate, and he's a trusted resource for policymakers on both sides of the aisle. At IBM, he helped set the company's global AI policy agenda and advised governments on regulatory frameworks. His work has appeared in The Wall Street Journal, Wired, and The Hill, and has been cited by The New York Times, MIT Technology Review, and The Atlantic.

Before IBM, Hagemann was a Senior Policy Fellow at the International Center for Law & Economics and held several roles at the Niskanen Center, including Senior Director for Policy and Director of Technology Policy. His work spans the emerging technology space, including AI, robotics, autonomous vehicles, commercial drones, privacy and surveillance, and the Internet of Things. He holds a BA in International Relations from Boston University and a Master of Public Policy in Science and Technology Policy from George Mason University.
