Isaac Brown

Isaac Brown is a strategic advisor, business strategist, venture capitalist, and co-founder of Founders Policy Group. A former Floor Director and partner of a Top-Performing Lobbying Firm by Bloomberg, Isaac has built a career developing strategies across both sides of the table. Aiming to bridge the gap between policymakers and cutting-edge tech, Isaac’s ability to uncover creative pathways furthers client innovation while unlocking a collective $7B+ in non-dilutive government funding opportunities.

Isaac launched his career on the campaign trail, serving on John Kerry’s presidential bid in 2004 and then Barack Obama’s campaign in 2008. On Capitol Hill, he rose to senior roles under the Chief Deputy Whip of the U.S. House of Representatives, playing a role in the passage of landmark legislation including the Dodd-Frank Wall Street Reform Act and the Patient Protection and Affordable Care Act. And yet, arguably the most influential bill of his political career was the Waxman-Markey American Clean Energy and Security Act, which never became law—teaching him that innovation, not standalone policy, was key to solving the world’s most pressing problems.

Upon shifting to the private sector, Isaac became the first hire of 38 North, a government affairs consultancy focused on clean energy. Understanding how to plug in government at every stage of the development cycle, Isaac advances disruptive companies from early-stage startups through commercialization. Exhibiting thoughtfulness and an open mind through each conversation, he connects policymakers with innovators making a profound impact. His strategies secured provisions within appropriations bills and the Inflation Reduction Act, including the Energy Storage Investment Tax Credit and the 45X Advanced Manufacturing Production Credit. He leveraged a $5M grant to establish the first national green bank, and VC firms have made eight-digit investments based on his analysis.

Isaac represents innovative companies redefining what’s possible—and finds immeasurable fulfillment witnessing founders cross their next milestone. A long-game tactician thinking decades in advance, he builds durable strategies that withstand even the most tumultuous political shifts. To date, his clients have made industry breakthroughs within (among others) long-duration energy storage, advanced manufacturing, EV vehicles, geothermal tech, and petrochemical replacement.

Isaac is a twice-named Most Influential People in Washington in energy by the Washingtonian. He received his B.S. in Economics from Clark University, and a graduate degree from Brown University. Isaac resides in DC with his family and golden retriever.

Lauren Culbertson Grieco

Partner and Co-Founder

Lauren Culbertson Grieco is a partner and co-founder of Founders Policy Group. She is an accomplished public policy advisor, angel investor, messaging strategist, and former Senate aide advancing cutting-edge innovation to solve today’s most pressing problems. Known for her razor-sharp messaging and pragmatic problem solving, her agile strategies make the most compelling arguments across party lines. 

With connections across Silicon Valley, New York, and London tech scenes, Lauren has a lifetime record of connecting policymakers with up-and-coming innovators. She founded her first company at age 28, opening DC doors for groundbreaking unicorns that have since become household names. She served as Executive Director of the Internet Freedom Business Alliance, advocating for an open internet on behalf of Tumblr, Kickstarter, Etsy, Twilio, Vimeo, and other high-growth startups. She also advised clean energy advocates on Republican strategy.

Lauren’s unwavering ethics and big-picture foresight have made her a trusted advisor to executives and policymakers alike. After being poached by her client, she quickly rose through the ranks to become Head of U.S. Public Policy at Twitter, spearheading discussions on Section 230 and free expression. She served as close advisor to Jack Dorsey and Elon Musk, and liaison to the Trump White House and senior officials. She has testified before the U.S. Senate and United Nations, with Prime Minister Theresa May of the UK, President Macron of France, and Prime Minister Paolo Gentiloni of Italy presiding.

Lauren’s innate ability to pinpoint the strongest value proposition garners across-the-aisle support for game-changing tech. Approaching the U.S. government as she would a private sector investor, she computes client ROI while paving the way for a robust, competitive market. She continues to accelerate the next wave of innovators by building effective, adaptable strategies across the technology spectrum, including platforms, energy systems, data center infrastructure, and critical minerals. 

Lauren received her undergraduate degree from the Grady College of Journalism and Mass Communication at the University of Georgia. She holds certificates from the Women’s Leadership Institute at UCLA and Leading and Managing Globally through the Yale School of Management and IMD Business School. She has been named a 40 Under 40 honoree by her alma mater, and Most Influential People in Washington in tech by the Washingtonian. She is an active member of the Economic Club of Washington and the Meridian International Center, and served on the boards of most major DC tech policy trade associations. Lauren resides in Washington, DC with her family, and you will often find her oscillating between the golf course and ski slopes, depending upon the weather.

Tyler Clevenger

DIRECTOR

Tyler serves as Director at 38 North. Prior to joining the firm, Tyler worked on climate policy in the Office of the Secretary at the U.S. Department of Transportation, leading several transportation and energy workstreams. He advised on climate and energy policy at The White House in the Office of the Vice President and at the U.S. Environmental Protection Agency, and spent four years researching climate and clean energy policies at the World Resources Institute. Tyler is a former Presidential Management Fellow, received a Master’s Degree from the Yale School of the Environment, and studied environmental policy at Colby College.

Malka Friedman-Rosner

Manager of Operations and Client Administration

Malka Friedman-Rosner is Manager of Operations and Client Administration at 38 North, where she oversees the workflow of the team, tracking pertinent deadlines and ensuring needs of the clients are met in the highest regard. Malka joins 38 North after over ten years of programmatic, administrative, and project management experience including, most recently, a 3.5 year tenure at a leading U.S. venture capital firm where she served as an integral part of the Investor Relations team. Malka graduated from The George Washington University in 2005, majoring in Psychology and minoring in Art History.

Tim Hade

Senior Advisor

Tim is a Senior Advisor for 38 North in addition to his role as a co-founder of Brightfield Infrastructure, where he focuses on developing and investing in distributed energy resources. He was previously a co-founder and Chief Operating Officer at Scale Microgrids, prior to Scale’s acquisition by EQT in January 2025. Tim was the recipient of the Microgrid Knowledge Greater Good Award in 2023, and his 2015 paper “Sustainable Load Balancing” was named the 2015 Renewable Energy World Paper of the Year. Prior to joining the clean tech industry, Tim served on Active Duty as an officer in the United States Air Force. He holds a B.S. from the United States Air Force Academy, and an MBA from Stanford University.

Frank Lacey

Senior Advisor

Frank is a Senior Advisor to 38 North in addition to his role at EAConsulting. Frank has over 20 years of regulatory policy and strategic planning experience in the energy field. He is a recognized industry leader in moving competitive energy markets forward. Prior to forming Electric Advisors Consulting LLC, Frank worked as Senior Vice President for Regulatory and Market Strategy at Comverge Inc./CPower, Director at Direct Energy, the North American affiliate of Centrica, PLC, and in energy and environmental consulting with Arthur Andersen LLP and Putnam, Hayes and Bartlett Inc.

Frank holds an MSIA degree from the Tepper School of Business at Carnegie Mellon University with dual concentrations in finance and environmental management.

Dave Hoppe

Dave is Senior Principal at 38 North. From his early days crafting President Reagan’s tax reforms to his most recent role as Chief of Staff to Speaker Paul Ryan, Dave was advisor and strategist to the most powerful Republicans in Congress, including Trent Lott, Jack Kemp, Dan Coats and John Kyl. With more than 30 years at the epicenter of the Republican legislative agenda and conservative thought leadership, Dave holds the distinction of being the only person to serve as Chief to both the Speaker of the House and the Senate Majority Leader. His experience and perspective provide invaluable insights into the issues facing the current House and Senate, Budget Act and reconciliation, defense spending, infrastructure spending, and other issues. From a conservative’s take on the latest moves by the Trump administration to how recent Congressional actions will impact the economy, healthcare, tax reform, business climate and a panoply of topics, Dave provides actionable analysis and historical context to clarify the most important political, economic and governance issues of our time.

Dave is known for working with political personalities on both sides of the legislative aisle, in Congress and six White House administrations. Of all of his accomplishments, Dave considers the passage of the reauthorization of the Individuals with Disabilities Education Act of 1997 as a singular achievement. By developing a bipartisan Senate-House team that worked with the Clinton Administration outside of the normal committee process, the bill passed with the support of all involved.
